How can I force my ex-spouse to sell a property that is half owned by myself? Does it make a difference if the taxes for which I am partially responsible for are delinquent?

Ask nicely.

Or, file suit in court to partition. If there is equity, it will make no difference if the taxes are not paid for as payment will be made at closing with your share of the profits.
