What is the name of your state (only U.S. law)? TN

After thinking that a house left to my husband and other family members had been auctioned off for back taxes 3 years ago, we've come to find out that a distant relative who had not been mentioned in the will paid the back taxes the day before the city auctioned the house and has been renting it to someone. All of the relatives who were mentioned in the will live out of state and only recently became aware of this.
The title has never been transferred from the deceased. If the person who is renting out this house has been paying taxes for 3 years and also paid 3 years in back taxes, do they have any rights and what should/could we, the proper heirs do?
