State DOT guard rails


What is the name of your state (only U.S. law)?
New York State

I live in a small town upstate, and the state DOT installed guardrails in front of my home along half of my front yard in to the ditch in front of the house.
Can they do this with out so much as notiying me of what they are doing?
There was no guard rail before and they just installed it today.
They show up from time to time to cut trees, ect. along the road.

What can be done about this, or what are my rights as a homeowner?

I'm willing to bet the guardrail is in the public right-of-way.
