sump pump discharge

Pennsylvania
I moved into this house 2 years ago. The home has been here for more than 15 years. The past year or so has been very wet and the sump pump has been running over time. In the winter the discharge runs down the street and freezes. I just got a letter in the mail from the borough saying it needs to stop because it is causing a hazard. Please advise me of my options or where I can look to find my responsibility.

If the borough has told you to stop then stop. You responsibility does not stop at your door in this matter, but trails along with the discharge wherever it lands (or freezes).

You could also be facing negligence and/or polution charges, as well as hefty personal liability if someone were to injure themselves on YOUR frozen flow.

My point was that this is not a new problem. The builders and past owner piped it out on to the street. Over the years the street department has resurfaced the road and about 100 ft down the road the drainage flares out or slightly pools. The neighbor down the street didn't complain until 15 years later. I just don't understand how all of a sudden we need to address this drainage.

That's why you need to address it, because you were told to cease.

My response:

This is another fine trailer story . . .

Next, we'll be hearing about the borough's complaints about the old refrigerator and toilets in the front yard.

This is the first and last time I'll post on this forum. There are always a few that have to be smart a$$es. And the fact that they are anonymous emboldens the weasels that they are.

My response:

Why do I keep hearing Ike & Tina Turner singing "Proud Mary"?

". . . rolling on a trailer riverrrrr. Left a good job in the city, workin' for the man every night and day. But, I never lost one minute of sleep, worryin' bout the way things might have been! Big wheel keeps on turnin', Proud Mary keeps on burnin' - - I say rollin', rollin', rollin' down the trailer riverrrrr."
