| i reside in delaware and have a tremendous flooding problem. surcharging storm sewer water floods my property, surrounding the house with up to 3 feet of water and the yard is also completely covered with this amount. It comes from the city's storm water drainage system and this has caused flooding to the structure several times. we have offered to put retaining walls and fill the property in or any other option to stop this from happening, but the city will not allow us to alter our property. however, the neighbors on either side of us were allowed to put up retaining walls to stop the water from entering their property, essentially boxing us in and forcing all of the water onto our property. The drain that surcharges is located on our neighbor's property behind us and we are forced to try and keep it open during flooding events as the city refuses to do it. the city insists this drainage situation is not their problem and there is nothing they can or will do. is there anything from a legal standpoint that we can use or should we just give up and buy a raft! help. |
