Tenant hasn't paid rent & electricity shut off?

How can I remove this tenant that hasn't paid rent and the electricity is shut off due to no payment..and he isn't living there. He won't move his furniture out because he has no where to move them. His girlfriend won't allow him to move them to her newly purchased home. Is this abandonment and can I get him evicted. He says he will be out and then doesn't. His comment was the Bible doesn't allow promises to keep. I'm at my wits end.

You need to hire an attorney to serve him a proper eviction letter and then file eviction to get your property back. If the tenant is still there you can not consider the place abandoned and gain possession based on this reason. If he told you that he moved out but has no place to move his furniture to, consider his statement and the no electricity as his abandonement notice. You must comply with the laws of your State to 1) gain possession of your property when the tenant abandons and also 2) requirements for the storage, sale, return and/or disposal of his personal property.
