Tree Branch fell from Neighbor's Tree

What is the name of your state? CALIF
neighbor's tree had a long branch over 10ft fell into my yard after wind storm, minimal damage to fence but covering top part of my yard. Who is responsible for cost of clean up. Part of tree from the top in his yard originally.
