Question
recorded subdivision plat included improved road from entrance to end of subdivision. Developer petitioned county commissioners to vacate the road to the to the home owners. Commissioners resolved that the petition of said homeowners to vacate the above described road is hereby granted. Would the road become common property of all home owners? Would the road revert to the developer?

Talk to the Commissioners. There should have been a final outcome in writing sometimes called Findings of Fact and Conclusions of Law. The developer could dedicate the road to the County but the County does not have to accept if substandard etc. The developer could also sue the homeowners in Court to accept the road as they are the only ones that will benefit from this road.
