washington state. i recently received a letter from my hoa that speed limits were going to be strictly enforced because children regularly play in the street. this seems to be condoning unattended children in the street. is there not a law or regulation against parents leaving their children unattended, especially in the street?
also, my hoa fee includes maintenance for a park which does not yet exist in my neighborhood. how long do they have to develop it and can they charge me maintenance for something that does not yet exist?
