WA state, kitsap county. Our property has a marine rail leading to an old (falling down) boathouse. Both the rail and the boathouse are obviously built on top of wetlands. Last fall, we uncovered the old rail and hauled out a boat on the tracks. It is sitting in front of the old boathouse, on top of the existing marine rail system. Recently, a neighbor complained to the county, word has reached us that the county wants the boat moved with in 2 weeks ("because it is located on wetlands"), although we have not yet received official notice ourselves.
The rail had been out of service for around 10 years when we bought the property, ~8 years ago. The rail was still serviceable, the boat house is very old, falling down but still standing. the tracks are at least 40 years old. Nothing in our title, etc mentions these as pre-existing structures or being grandfathered in, etc.
Any advice on where to start researching this issue would be very greatly appreciated. It was our understanding that as pre-existing structures, both the rail and the old boathouse were "grandfathered in" and OK to rebuild or use even though they are located on wetland.
