Water flow in flood zone.

Can my neighbor make alterations to his driveway that would alter the natural water flow from my property to his? He wants to raise the height of his driveway by 4 inches.

- This is in Texas.
- We live in a flood zone.
- The natural water flow is from my property to his and down to a creek.
- This would block the water flow on one entire side of my property.

Also, in my opinion, this would cause a water backup on my property. I already have standing water in my yard and garage during a hard rain. I believe this would worsen the problem.

No to alteration of water flow. Read your first statement. I believe it is the other way around whereby neighbor is changing the water flow from his property to yours.
