Idaho- Who is responsible for the repair of underground irrigation lines that may cause damage to city/state property? Furthermore, if the users are responsible, how is the cost appropriated?

**A: in general, the owners of the lines unless there is an agreement that makes the users liable.

Idaho- The users are responsible for repair. But, how do you appropriate the expense to each owner? By land size? By equal amounts to each user? Are only those who have paid their dues eligible to pay for repair? Can all users be billed or is it only those in which receive the water after the point of repair?

**A: very good questions. Where is the agreement or any such written documentation? Absent any agreemnt it is subject to negotiation.
