We need help with community shared well rights.

Hi everyone,

We were hoping on getting some help here from our F/A community. Here is our situation. We live in a rural part of Az ( maricopa county) and we have a shared well between 4 houses. The electric bill that we receive to have the water pumping comes in our name. Not much money per month but everyone chips in there part every month to have the bill paid, except one person who has been late with us for the last 4 months. He has not attempted to pay his share of the bill. Totally blows us off everytime we remind him that he has not paid. His share is coming close to 55.00. Like I said not much money, however I have been paying his difference to continue to have the bill paid on time. Gas has gone up and the 55.00 would fill my tank right now. We have tried to contact the owner of the issue (the guy is a renter) and the owner of the property does not care what is happening out here. He just told us to turn off his water if he does not pay. We do not have any kind of water agreement between the 4 owners but now we believe that we might have a problem with this guy.

Our questions is, how long do we have to wait till we shut off his water? We have notified him several times that he owes and he just blows us off. We have been calling every where and no one is able to help us out with this matter.

Any suggestions would be appreciated.
