What does it mean?

What is the name of your state? Georgia

On the title page of my CC&R's, there is a disclaimer:

"THIS INSTRUMENT ESTABLISHES A MANDATORY MEMBERSHIP HOMEOWNERS
ASSOCIATION BUT DOES NOT SUBMIT THIS DEVELOPMENT TO THE PROVISIONS
OF THE GEORGIA PROPERTY OWNER'S ASSOCIATION ACT, O.C.G.A. § 44-3-220 ET
SEQ."

Governance of the association by the Georgia Property Owners Association Act (OCGA Section 44-3-220) or a successor to that Act that grants lien rights to the association for maintenance expenses and tax obligations. Does this mean that they are not covered under the act liability-wise? And does it mean they cannot enact liens? They also mentioned in their minutes that the next discussion was going to be changing from a Homeowner's Association to a Property Owner's Association?

So...what does it mean?
