I have been living in my studio apartment for 16 years.I live in New Jersey. I have only asked my landlord to paint it once. That was 5 years ago. I have recently asked them to paint it again and pay for it of course. Is he required to pay for it, and the paint? He is thinking about it, and will get back to me.

He is not required to paint but should. Painting does not fall into the category of work that is required to be completed by the landlord. Required work includes structural, roofing, electrical and plumbing, health and safety issues, housing and building code violations, requirements of regulatory agencies (smoke detectors) etc.
