5 year old rental car parking ticket in CA

IL driving license, drove rental car in CA during trip. Got parking ticket five years ago even though car was parked because of flat tire, never paid.
Mean time, I relocated to CA.
Now found me after five years and send me notice (four times the original ticket charge) in CA.

Question:
1. How did they find me? through Credit card and ss no?
2. If I feign ignorance, would they have sufficient proof that it was me.
3. Can I get rid of fines at least?
4. Letter came from city treasurer, not DMV. Any difference that makes?
5. in future for debt collection agency, would disputing case would help?
