airport ticket

What is the name of your state?What is the name of your state? California

I received a ticket in the mail for the parking violation 10.24.170(B) at the airport. It was New years eve and the airport traffic was really bad. I did not park anywhere. The only time I did stop was to pick up my passenger. Can they issue tickets for that?
