I received a parking ticket for $50 from Sullivan's Island, SC beach community. "Parked on roadway" was marked on the ticket but no code section listed. Given the circumstance and what appeared to be selective enforcement (no tickets to locals parked similarly or worse nearby possibly), the ticket price was very steep. The vehicle was partially parked on the grass and partly in the street. It certainly did not block traffic. The rule for free parking there which is widespread may be that all four tires need to be off the road. The road is a 20 mph two lane road.
Is the lack of a citation of a code section grounds for dismissal? They don't even put a phone number on the ticket.

PARKING:
We do not have a municipal parking lot. Visitors need to plan for parking challenges during the busy summer season, especially weekends and holidays. Visitors not patronizing an Island establishment must park along the street keeping vehicle tires off the road. Please obey all parking signs and restrict your street parking to public rights-of-way, not residents' yards or driveways.

The "everyone else was doing it but didn't get a ticket" defense just does not work.

You seem to be misinformed. Selective enforcement is perfectly legal unless it amounts to discrimination against a protected class (race, sex, age, religion....).
