bad seatbelt ticket


What is the name of your state? ny

i just got a seatbelt ticket in brooklyn when i was wearing my seatbelt the whole time. i was pulled up next to a cop at a light, he was giving someone else a ticket and finishing up, i saw him motioning to me to pull over so i did and he told me that i needed to be wearing a seatbelt all the time and not to put it on only when next to a cop. the only thing i can think of is that he saw me coughing( i was having a coughing fit, i have been ill) and mistook it to be some motion like putting on a seatbelt. i am so pissed about this. he was a bit of a jerk too.
any advice?
