Bus Lane

What is the name of your state?

San Francisco, CA

I was parked in a bus lane dropping off a passenger. I thought the officer realized this but I guess not. Is this a legal excuse? Also there were two lines for him to sign. He only signed one of the lines.

Please help...$250 is a lot
