Can I get a CA license with unpaid parking tickets?

Wondering what the chances are of me being able to obtain a CA drivers license (currently have a WA license) with a few unpaid parking tickets? The tickets were written in CA for my old car, registered in WA which has since died and I have recently leased a new car with CA registration. I've lived here for 2 years and need to switch over my license, but cannot afford to pay the tickets at this time. Any information would be helpful - I am in Los Angeles County. Thanks!

PARKING tickets are associated with a vehicle and not a license. If you were cited for a moving violation and failed to appear or handle the matter, your license can be suspended. But, not for parking tickets.
