One of my cars was impounded..by brother was driving and he does not have a license. I do not plan on getting the car back after the 30 days it has to be in storage since i cannot afford the fees..so what is the next step?

They would sell the vehicle and require you to pay the difference between the sale price and the storage charges. Or, better for you, they should pay you however much over the storage fees that they receive for the car.
