Checkbox Not Marked (Violation Not Clear)

What is the name of your state? Massachusetts

I received a parking ticket and under the title "Established Rules" are a bunch of checkboxes next to various infractions. However there is no actual box checked off, but instead there is a check that falls between two of the boxes (a little higher than one box, and a little lower than the other) so I cannot be sure of what the actual infraction is (it is either a 20 dollar fine or 40 dollar fine). There are no other indications on the ticket as to the nature of the infraction. Should I appeal this, or just make a guess as to what the infraction is and pay? Any help is appreciated,
