What is the name of your state?
Illinois

Last night I had my car towed by the city of Chicago.

I had my parking brake on and I guess the tow truck driver used a slim jim to open my car and release the parking brake.

When I picked my car up, I noticed that I'm unable to open the car door from the inside. In order for me to exit my vehicle, I have to roll down the window and open the card door from the outside. I certain that whoever towed my car, damaged the door.

How can I go about to file a small damage claim with the city?

Did the city illegally tow your vehicle? Have you contacted the towing company with the fact that your locking mechanism is now broken?
