What is the name of your state? AZ

I received a parking violation for apparently being too far away from the curb. The cop did not measure, simply wrote the ticket. Is that grounds for removal? In my view it is like a cop saying you were going 60 in a 45 without him using his radar gun.

Poor analogy. Officer's trained on radar are actually trained in visual estimations of speed, and use the radar to confirm.
