DC Handicapped at meter

I had valid Virginia handicapped hanging from rierview mirror. Was ticketed at meter for time expired. I thought DC code allowed handicapped to park at expired meter. Am I wrong?

seems like it. Why don't you call parking enforcement and ask them?
