I went to court and tried to fight the ticket but lost. I told the judge that i have trouble walking and that i had to stop a few times because of my muscular pain. In the notice of determination he gave me he wrote that my "disability was not a defense". I know that i left in plenty of time to make it back to my car before 4 but i was physically unable too because of pain. As i got near my car i saw the parking agent writing the ticket. From about what i think is 20 yards i yelled at the parking agent "SIR i will be right there", he turned around and looked at me then put the ticket on my windshield any. I walk with crutches and because of my spine problems i must take my time or else i suffer. I can't afford this ticket because i am on a very very strict income. Can someone please help, how can i defend myself.

At this point, your only chance it to appeal as you've already lost at the PVB. Problem 1 is that you have to pay the fine in order to appeal. Problem 2 is that you still don't have a defense. Your only hope is that you get a sympathetic judge to hear the appeal. Then again, even if your appellate chances are, say, 5%, that's still a lot higher than the 0% chance of success you'll have if you don't try.
