DL suspended, 13 years ago


What is the name of your state (only U.S. law)? Texas
I recently tried to get a new license after not having had one for 13 years. In 1995, I got a ticket for driving wihtout insurance while on a weekend trip in Oklahoma, which was paid. My Texas DL was subsequently suspended, but since my car had also stopped working, I never bothered to get it reinstated.

Fast forward to 2009: I went to Texas DPS to apply for a new license, was told when I called them a month ago that I no longer had any driving record whatsoever. However, when I got there, they told me Oklahoma had flagged me as ineligible for a license.

I called the Oklahoma DPS, who informed me that I had to send them a notarized letter stating that I own no vehicles and have no judgments against me for any accidents, PLUS a money order for $150.

Here are my questions:
1. Given that the original citation was 13 years ago, and I was a minor (17) at the time, and I neither lived in Oklahoma nor have I ever had an OK DL, nor am I now applying for one, why do I have to give them more money?
2. If there's no way around this fee, is it possible I can pay it to Texas rather than Oklahoma (I'd call that a win at this point)?

From the browsing of this forum I've done so far, I assume you guys will just tell me I'm screwed, but I'm hoping maybe there's some way I can stick it to Oklahoma anyway. What is the name of your state (only U.S. law)?What is the name of your state (only U.S. law)?

1. Oklahoma suspended your driving priveliges. You need to reinstate those priveliges and it will cost $150. Driving priveliges and obtaining a license are two different things.

2. No. Oklahoma has the screwdriver at this time.

The $150 fee is for them to remove the "ineligible for a license" flag attached to your name in their database. It is separate from the fees for driving without insurance. You would have had to pay it 13 years ago if you got your license back then.

I would not expect them to waive it - Oklahoma brings in about $3M in revenue per year on drivers license reinstatement fees
