Do you have to pay parking tickets issued to a dead registration plate?

My cousin sold his car to his roommate. The title was transfered, but the roommate was not able to get a new tag because he had to wait for the insurance company to finish the paperwork. While waiting, he just parked the car on the street and did not remove the old plate on it. A couple days later the car got a ticket for parking too close to the corner. The ticket of course was issued against the old reg. plate, which was already a dead plate at the time because the car title was already transferred.
So, technically does my cousin have to pay for that ticket?

Quite likely, yes. But he will be able to recover it from the buyer, even if through a small claims action.
