Double parking ticket in downtown L.A.


What is the name of your state (only U.S. law)? California

My vehicle was impounded and was ticketed twice.
When I went to pick my car up I just found one ticket on my windshield. The ticket stated that the officer passed at 4:17pm. The amount was $78.
Right after I paid my ticket, I receive a letter from the Parking Violation Bureau saying that I felt to pay my ticket of $78. I initially wasn't concern since I saw a withdrawal from my bank. When I found out that it was another ticket number, I started to question. This was made at 4:07pm but I've never found an actual ticket on my windshield.

I called the PVB and they said that an officer can opt to send a letter of notice instead of leaving a ticket on the windshield.

My questions: Can they double ticket you in the distance of 10 min.? Can I dispute one? How can I dispute one ticket?

When I looked carefully, howerver, the letter stated that it was another ticket previous to the one I found on the windshield. It was made at 4:07pm but I've never found an actual ticket on my windshield.

My question is: Is it possible to receive two tickets within 10 min. of time of the same amount? Can I dispute one?

Same exact thing happened to me at the Long Term Parking at LAX (except mine was for a no front license plate). I paid the second one after finding it on my windshield and when I received the late notice for the first one, I called them and was told "you should have paid the one that was issued first and we would have dropped the second one!!!"

Well, why couldn't you drop the first one since I paid the second?

"Because you should have paid the first one instead".

I appealed it by mail and lost... Ended up having to pay it in an attempt to save my own sanity!

Still, some may say that paying it didn't help me much!!!
