Foreign passenger with no seatbelt

Help!! Seatbelt query...

What is the name of your state? Los Angeles, CA.

I'm from UK so a little wet behind the LA Law ears (no defence i know). Few months back was cited, a tourist i was driving around didnt have her seat belt on (not a minor). Policeman said i would recieve a note in the mail, time passed recieved nothing and this weekend rec'd a debt collector note stating that I missed the trial and owe $670. I certainly wouldve attended the trial had I relied on the ticket not the reminder but hindsight etc....

The $670 seems steep for a crime I didnt commit. Requested another trial - is this the right thing to do?

PS My seatbelt was on - when the agency recalled my case - the ticket was vague and inferred that I wasnt wearing my belt - didnt mention my passengers.
