Got a parking ticket because I was trapped between two cars

What is the name of your state? California

I received a parking ticket for not moving on a no-parking lane.

The story was that I was driving on the right lane trying to turn right, but there were a lot of car in front and behind me stalling for maybe five minutes. My engine and signal was on. The funny thing about this is that the officer didn't write a ticket for the old lady behind me. I would like to know if this justify as illegal parking?

Were you actually trapped and could not go around? No room to back up slightly and then pull around the stalled car? Any attempt made on your part to get either person in front or back to move?

Did you explain your inability to move to the officer writing the ticket?

Unfortunately, officers can choose who gets a ticket and who doesn't, even if they're all doing the same thing. If you truely feel that you were treated unfairly, you can issue a complaint against the officer. Do note that doing so will have absolutely NO bearing on the validity of your citation.

I don't know if I can move, because I am trying to turn right into a school loading zone. Still, how is it a parking violation when my engine was still on and I am still in the car? Isn't that like stopping in the road because there are cars in front of me stopping at a red light?
