Handicap parking on private???property

What is the name of your state? Il
We live in an small housing project that is privately owned but is inspected by the housing authority. The property has only 2 handicap parking for over 25 residents. Where the handicap signs are there is a handicap dwelling. We have been told by the neighbor and the management that the neighbor is renting the handicap residence and has the right to park in the handicap spot regardless of being handicapped or not. The residence comes with the handicapped parking spot. My wife is handicapped and has a placard for parking purposes and has been told by the site manager we can park in that spot. My wife uses either a wheel chair or a walker for long distance. The neighbor does not have handicap plates or plackard or sticker.
What can be done about this situation??What is the name of your state?

Whenever it is who is telling you all this stuff, ask them to see it in writing.

Or talk to an attorney about bringing an ADA suit against the complex.

Cool

Don't know if you have one in Illinois, but in my state the Governor's Commission on Disability would be on that like a duck on a June bug if it were reported to them.
