Handicap Parking Violation

What is the name of your state? Michigan

I parked in Handicap Parking place by accident, and got a $160 ticket. There is no sign in front of the place, but a wheelchair symbol was painted on the ground and there were blue lines along the both sides of the parking place.

California law states that there must be a handicap sign in front of parking place (I learned it from a posting in this forum). Could you tell me if there is such requirement in Michigan?

When I arrived in the parking lot at 7:15am, it was dark and there were some snow and ice on the ground, so I did not notice the wheelchair symbol and blue lines on the ground. Can I use weather as an excuse to ask administator to reduce the fine?

I would certainly try that. The conditions you mention do not mean that you are not guilty but they are certainly mitigating factors. Try it, you have nothing to lose.
