I have yet to find a state where valid (and unexpired) out-of-state handicapped placards are NOT accepted.

You might consider making a phone call to the police agency in the jurisdiction you will be driving, or to the Hawaii DMV.

Handicapped parking in other states

You can't park in NYC with other than a NYC handicapped parking permit which you can only get if you live or work there and you have to see their Doctor. So if you are planning a vacation - Don't go to Bloomberg's town. By the way - your state has to, unfortunately, recognize theirs. No quid pro in NYC.
