I received a ticket for parking in a handicapped spot because I didn't see the sign that was posted on a wall 6 feet away from the space and 8-9 feet up the wall. Is there any sort of defense relating to improper notification on this citation.

I quoted your text, and added in a bold command over a certain word, that word being minimum. The requirement is that the sign is, at a minimum, or, at the very least, 60 inches above the ground. Eight to Nine feet up the wall certainly seems to me to comply with that aspect of the code.
