Hanicap sign - Vans Only

We live in Texas and my husband is disabled. We recently parked in a handicap spot, and our handicap tag was hanging in the window; however, we did not notice that the sign said "vans only" at the bottom, and we were ticketed for parking in a reserved zone. My husband has been disabled for nearly 9 years, and I have seen plenty of van accessible signs but never a vans only. Is there a standard for handicap signs? Is this a standard sign? Can public facilities put whatever they want on a parking sign?

No. But laws that require spots specifically for handicap vans can. It has been only the past few years that states are requiring specific parking places for those that require more room than a standard parking spot.
