If the law states parking is illegal within 15 feet of a hydrant. Where is the measurement taken from? The bumper or wheels of the car?

The measurement is generally taken from the edge of the fireplug to the nearest protrusion be it bumper or other extension from the vehicle. Since the wheels can be a few feet further back from the bumper, we don't use the wheels.

The whole idea behind a minimum distance from fire hydrants is to ensure that there is clear access to the hydrant at all times, meaning that want any and all potential obstructions to be as far away from the hydrant as possible.
