Impeding traffic flow ticket with comment 'stopped to pickup prostitute'


What is the name of your state? Georgia

A policeman and I were at an intersection with a stop sign. I was about to take a right turn and he was going to continue straight. There happened to be some women at that intersection who were trying to get my attention. I flashed my lights to let the policeman go ahead, but he instead ended up booking me for 'Impeding traffic flow 40-6-184' and under remarks wrote 'stopped in roadway to pickup prostitute'. He then forced me to sign the citation or he would "take me to jail". He did not even try to talk to the women who were there the whole time. Furthermore, there was no single car behind me at the intersection.

My questions:
- Should I simply pay the fine or go to court and contest?
- Suppose I agree that I was technically blocking traffic, but do not agree with the remarks, will paying the citation mean that the remark will also appear on my record, and for how long?

Flashing one's headlights is a common way to let a hooker know you are interested in her services. Guess what the cop thought about you flashing your lights?
