What is the name of your state? Califonia.

I sold a car 3 years ago in California (and have lived in Oregon ever since). I left the car with a friend while we moved, he sold it and sent us the money. After three years we have no records of this car (we had a flood) and I am sure there was no release of liability filed with DMV. The car was impounded in april of 2006 in Fresno. Evidently it was driven around for 3 years without having been registered by the person who bought it. We only found out about it after pulling our credit report yesterday and finding this $1800 charge on it we knew not where it came from. We know we should have sent in the release but with the moving and job change it completly slipped our minds. Do we have any recourse?
