Incorrectly Ticketed for a Bus Zone

What is the name of your state? Los Angeles, CA

In February 2007, My mom was ticketed for dropping of her disabled son at a public school.
She was given a ticket for a bus zone which is a $270 ticket.
A bus zone refers to public transportation bus stops.
She was in a no parking or no stopping zone during school hours.
I contested the ticket and multiple representatives stated that it would take up to 210 days to investigate.

It has been 210 days and now the parking violations representative is telling me that the city could take up to a year. And they would not dismiss the citation on the basis that the city did not substantiate the citation claim.

What can I do at this point? Wait, call my city council member, file a civil complaint?

On the citation it states that I have 21 days to contest or pay the ticket. Does the Parking bureau have time limits to reasonably have me wait for a simple investigation?

I contested the citation by phone. Should I do it in writing; does that give me more time limit rights?

where can i find the law about the 21 days time limit to contest a ticket and if there are time limits for the other side?

I can't see anything that restricts the charge to a public transit stop. The statute just says "at a red curb or signed bus loading zone."

are you saying any unauthorized stops at a red curb = bus loading zone; so that anyone stopping at a red curb should pay a $270 ticket?
