Jaywalking in NJ

My state is NJ, specifically Middletown, NJ

My son was given an offical warning by a police officer on highschool property for jaywalking. The officer told him that a jaywalking ticket carries 4 motor vehicle points against your drivers license in NJ.

This makes no sense to me since no motor vehicle is involved, no moving violation.

My question is this: Is it true that there are 4 motor vehicle points accessed for jaywalking?

A second related question: Can a municipality have ordinances which access points against a driver license, or are points only controlled by state law?
