Los Angeles Parking regulations

I received a parking citation in a spot that I had no way of knowing was a 2 hr parking spot. The nearest sign indicating that there even was 2 hr parking was about a block behind the spot where I parked, (probably 150 feet) and the zone in front of the car had no further signs indicating the 2hr zone continued.

Does anyone know where I can find explicit regulations stating the distance from a spot that a parking sign must be in Los Angeles and what must be listed on the parking citation.

Also, on the ticket it indicates I violated the 2hr parking but does not indicate what time the car was originally marked (which is a field on the ticket). Could I get it dismissed on those grounds.
