multiple parking tickets

What is the name of your state (only U.S. law)?
Pennsylvania

Can a second parking ticket be issued when there is only one space on the ticket that
indicates the violation of exceeding time limit?

An officer, if so inclined, may write a new parking ticket for every minute you are in violation. That is a slight exaggeration, of course, but I hope you got the point.
