never transferred plates, insurance etc...

What is the name of your state? Pennsylvania

If for the past 5 years someone lived in this state and they never transferred the car registration, insurance carrier etc.. from lets say delaware to pennsyvania. Is this a violation of law, if so whom does one report this to. Thank you.

If you think someone has committed a crime, call the cops.
