New York vtl 1225 c2a cell phone fine

I was issued a citation for cell phone use in ny. the fine sheet indicates that payment for a guilty plea is $150, but i noticed that the law says the mximum fine is $100. Was there any modification of the law or is a permissble surcharge being added? Ticket was issued in nassau county. thanks in advance.

The maximum fine is state in the state law, the law allows local jurisdictions may add surcharges.
