In NJ, can someone be ticketed for expired inspection when the car is parked?

In NJ, can someone be ticketed for expired inspection while the car is parked?
My car was parked in a park and ride and I got a ticket for expired inspection. Should I fight this ticket or just pay up the fines?

Yep, even if the car involved is a police car.

If you keep the car completely off the roads you're ok, but if it's operated on a public road, even if parked at the time the ticket is issued you're guilty.
