No breaklights/Taillights?

Ok, here's my question, I was pulled over last night for having white taillights (my cars old and the red caps on the lights have fallen to the side in the light casing) when he brought me a ticket, it listed me as havinf "No Break lights and no tail lights" is this something I can fight? I know in the 2 yeard ive owned this vehicle I've never been hasseled and want to know if thats even the correct charge (is this something I can get out of)

What, EXACTLY is the code section you're charged with?
I'm willing to bet that the code section defines what constitutes a proper "brake light" and/or "tail light"

the citation states it's code "0021/0" statute/ord is 189.055, I'm not sure how to get the info

189.055 Brake lights.
A person shall not operate any vehicle required by law to be licensed upon a highway unless it is equipped with a mechanical signal device which would indicate an intention to stop or suddenly decrease speed by illuminating at least two (2) red lights on the rear of the vehicle, which are visible from the rear a distance of not less than five hundred (500) feet, unless the vehicle was originally manufactured with only one (1) such red light on the rear of the vehicle.
