No front license plate ticket - Chicago

What is the name of your state?What is the name of your state? Illinois
I had my car legally parked on the street and the City of Chicago issued me a ticket for not having a front license plate. My question is can I fight this and does the City of Chicago have the jurisdiction to ticket my car or this?

If a car isn't berring the proper license plates, it can not be "legally parked".
