No parking citation on windshield

What is the name of your state (only U.S. law)? arlington, VA

I was parked in front of a community park. There were no parking meters next to my car, or signs stating to pay or not to park there. I was parked between other cars. While on my driveway, I noticed a white piece of paper below my wipers, to the far right of my car. It was a parking violation envelope with no citation attached to it or inside it. On the envelope it states all the information can be found on the citition, as to pay or appeal it. While on the county's website I saw this code:

14.2-7.1. Fines for Nonmoving Violations.
Each law enforcement officer or other employee charged with the duty of enforcing violations shall attach
to each vehicle whose operator is in violation of §§ 14.2-1, 14.2-2, 14.2-3, 14.2-3.1, 14.2-32, 14.2-33, 14.2-34, 14.2-
38, 14.2-38.1, 14.2-40, 14.2-41, 14.2-42, 14.2-43, 14.2-44, 14.2-45, 14.2-85, 14.2-87, 14.2-96 and 14.2-106 of the
County Code, a notice to the operator thereof that such vehicle has been parked in violation of one (1) or more of
these sections.

example, parking meters, no parking area, pay parking, expired tags......


Can I appeal this, should I do anything?

Can I appeal this, should I do anything?
It was attached to your car. I would contact them and ask how to obtain a copy.
